A garbage truck driver was arrested after an inspection of the truck at the Port Authority of Guam and charged with possession of methamphetamine.
On Thursday afternoon, Rufo Viloria Sebastian, 51, was arrested on suspicion of possession of a Schedule II controlled substance, the Port said in a press release.
Sebastian, who was driving a Mr. Rubbishman garbage truck upon entering the Port terminal yard, was stopped and asked to exit the vehicle as a security guard assigned to Gate 2 conducted a routine inspection, the Port said in the release.
“During the inspection, the guard witnessed the driver place something inside his right boot. The guard approached the driver to ask what the item was, and the driver handed over a small case which allegedly contained drug paraphernalia and a white crystalline substance suspected to be methamphetamine,” the Port said in the release.
The guard then called a Port police officer for assistance. The substance was tested and yielded a presumptive positive result for the presence of methamphetamine.
According to the release, Sebastian was subsequently arrested, booked and confined before he was charged in the Superior Court of Guam with possession of a Schedule II controlled substance as a third-degree felony.
According to the magistrate’s complaint filed by the Office of the Attorney General, which stated the arrest was made on Wednesday, the items found consisted of a “clear, improvised glass pipe with white- and brown-colored residue, and a clear Ziploc baggie containing a white crystalline substance.”
“The defendant admitted owning the items,” the complaint stated.

In light of the arrest made at the Port, General Manager Rory Respicio commended Port Police Chief Jesse Mendiola, the guard and officers who worked on the case.
“This arrest is the result of Gov. Lou Leon Guerrero, Lt. Gov. Josh Tenorio and our board’s directives to prevent drugs from entering our island through Guam’s ports of entry. We will continue to do everything possible to keep the Port safe and continue this administration’s efforts to secure our border,” Respicio said.
