Civil penalties will soon be issued for speeding along a stretch of highway between Boulder and Longmont, Colo.
$165 million is being spent on approximately 10 miles of state Highway 119 in Boulder County, where a 25% increase in vehicular traffic is expected by 2040.
The Colorado Department of Transportation said the CO 119 Safety, Mobility and Bikeway project will make improvements to the corridor, resulting in safer, faster and more reliable travel for all modes of transportation.
Since July 2025, a warning period for speed limit violators has been in effect to give motorists time to adjust.
CDOT said it had issued 34,050 warning notices for first-time speed violators on state Highway 119 as of Dec. 8, 2025. Those notices did not include a monetary penalty but served as notice of the new enforcement zone.
Starting Monday, Jan. 12, $75 civil penalties will be issued to drivers speeding by 10 mph or more in this work zone.
Ahead of the new penalties, state transportation officials noted that average speeds in this area have dropped by more than 80%.
“Average speeds starkly decreasing on CO 119 means the Colorado Speed Enforcement Program is already doing its job to increase safety in the corridor,” CDOT Chief Engineer Keith Stefanik said. “Civil penalties are meant to curb the behavior of speeding drivers, not punish them. By moderating speed, we can save lives — plain and simple.”

Work zone crashes across the state also declined in 2025.
State Highway 119 was selected as the first corridor to launch the state’s speed enforcement program based on a variety of factors related to safety.
The CO 119 project is scheduled to conclude in 2027, CDOT said. LL
