13 October 2023- A Virginia Beach man is looking at charges relating both to an early morning crash on Olde Scotland Road as well as trying to allegedly sneak contraband into the Franklin County Jail. Raheen Vaughn, of Virginia Beach, Virginia, is facing charges in the first case of misdemeanor DUI, misdemeanor reckless endangerment, and 9 total traffic violations. Vaughn is charged in a related case with felony possession of a contraband controlled substance, misdemeanor possession of a controlled substance, and misdemeanor possession of drug paraphernalia. Each case was attributed a bail of $25,000, meaning he failed to post bail of $50,000.
Just after 5:30am on October 13th, PSP Troopers and first responders were called to the 8000 block of Olde Scotland Road in Shippensburg for a roll over crash with two vehicles. Police arrived and allegedly found a 2009 Honda Pilot in a ditch off the northbound side of the road and a box truck on its passenger side covering both lanes of travel. Additionally, a utility pole on the northbound side was sheared in half and down near the roadway.
Police spoke to the victim, the driver of the Honda Pilot. He allegedly told them he was driving northbound on PA-696 when a yellow box truck was traveling towards him, swerving back and forth across both lanes. The victim himself had to swerve to avoid the truck, which ended when he went off the road, hit a utility pole, and stopped in a ditch.

Another witness on scene allegedly told police that he saw the box truck exit the southbound lane and drive into a cornfield prior to the accident. That box truck pulled back onto the road, according to the witness, and began weaving between lanes until the collision and rollover.
Police interviewed Vaughn after the incident, but court records are incomplete due to a miscommunication between legal entities.
Vaughn was admitted to Franklin County jail on suspicion of DUI and other charges just before 8am on October 13th. When Vaughn was searched during his intake to the jail, authorities allegedly found a small amount of cocaine in his personal items. Inside of a dollar bill, Vaughn allegedly tried to conceal cocaine in order to bring it in with him.
Raheen Vaughn is behind bars on $50,000 total bail. His preliminary hearing is set for October 24th.
