A bail review was postponed Tuesday for the man accused of drinking and driving before his truck hit a Goucher College student Saturday.The case against Richard Mays, 57, was delayed because he did not have an attorney present. Mays is set to return to court Wednesday with a public defender.The 11 News I-Team looked into Mays’ history. Court records show that he pleaded guilty to driving while impaired in July and is scheduled to be sentenced in that case in December. Now, he faces similar charges.Eliza Grover, 24, was out on a run at around 4:20 p.m. in the 800 block of Providence Road when police said she was hit by a drunken driver. Mays was arrested at the scene and charged with driving a vehicle under the influence of alcohol and driving a vehicle not equipped with an ignition interlock system.The I-Team obtained a copy of the charging documents, which showed that Mays was driving a work vehicle while off-duty.The responding officer at the scene said Mays had a “flushed face with glassy, watery eyes.” The officer “detected a strong odor of an alcoholic beverage emanating from his breath.” The officer said Mays “stated he had 2-3 beers earlier in the day,” according to the documents.Court documents went on to reveal a potential cause of the crash, saying “Mays stated his cell phone rang, he reached for it and it fell on the floor. Upon reaching down to retrieve the phone, he heard something and that is when he struck the pedestrian.”Mays allegedly admitted to police that he bought a 12-pack of beer.”A receipt on defendant Mays’ person stated the beer was purchased at 4:11 p.m. The crash occurred at 4:22 p.m.,” the documents said.Frustrated residents nearby said the area is a problem for pedestrians.”They really need to slow down. There’s too many people walking around here with dogs and their kids,” Stephen Waldvogel said.”We’re concerned about the rush people are in and the unsafe conditions it seems living on this street presents and walking our children to school presents,” Alison Raskin said.In response, Baltimore County said, “The incident is deeply tragic, and our thoughts remain with the family, friends and loved ones of Eliza Grover. The county will continue to closely monitor the area, remain in dialogue with the public and remain open to considering additional options to further promote safety of all residents.”Neighbors are calling for a meeting with the county.
